Dr. Lutz Blank, Senior E&S Advisor


Lutz has more than 35 years of international experience, mostly in the energy sector, energy efficiency, transport and municipal services. This includes 13 years with the European Bank for Reconstruction and Development (EBRD) where he was a Group Head in the Environment & Sustainability Department with responsibility for energy; municipal services; transport;  and nuclear. He has worked on many large, complex and sometimes controversial projects in approximately 40 countries in Europe, Asia and the Middle East. Most of this involved environmental and social due diligence work, EIA/ESIA for capital investment projects co-financed by International Financial Institutions, such as EBRD, WB, IFC, AfDB and KfW.

Recent experiences include supporting and advising IFIs, commercial banks, and private investors, with acquisition-oriented E&S risk assessments in a range of productive and service industries, project risk analysis and rating, implementation and monitoring and support, project performance evaluation, conflict resolution, QA/QC of ESIA studies, and Strategic ESIA studies.  Recent projects include an ESIA for a CCGT power plant (Egypt); QC for a complex ESIA (thermal power station and associated mining; Kosovo); a strategic EIA for the world’s largest planned solar photovoltaic facility (1.8 GW total capacity on ca. 40 plots; panel area 40 square kilometers; cost estimate USD 4 billion; Egypt); EIA and monitoring/conflict resolution for wind farms (Turkey; Croatia); and advice to the Turkish government on renewable energy (mainly wind/solar PV).  

Lutz has also extensive teaching and training experience, including as guest lecturer at the Department of Management, Sabanci University, Istanbul (MBA and Executive MBA courses), and at the Regional Environmental Centre (REC) in Istanbul. He studied Biology and German Literature, and completed a PhD (Dr. phil. nat.) on the environmental impact of a thermal power station at the J.W. Goethe University, Frankfurt, Germany. Lutz is a German national, and resides in Turkey and the UK.
