Jack Mozingo, Senior Environmental Specialist

Jack has over 30 years’ of experience as a multi-disciplinary scientist, project/program manager (including as Principal Environmental Advisor at the EBRD), and corporate executive. He specializes in evaluating the environmental and social impacts of industrial and infrastructure projects to meet US., EU, and good international industry standards, and in helping to design methods to avoid, reduce or control unavoidable impacts. His primary focus in recent years has been on supporting international finance institutions, including the World Bank, IFC, OPIC and the EBRD, on hydropower, wind, and other renewable energy projects. Recent and ongoing examples include supporting appraisal and monitoring support for three large (1.3GW total) hydro projects in Pakistan, supporting a Chinese hydro developer in preparing corporate E&S Policy, ESMS, and E&S management plan frameworks, serving as Lenders’ E&S consultant at a large hydro in Georgia, and supporting appraisal and supervision of small hydros in East Africa. While at the EBRD, Jack led E&S due diligence and monitoring of wind, solar, hydro, transmission line, and mining projects (including over 15 Category A projects), and leading the initial team reviewing and revising EBRD’s Performance Requirement 6, Biodiversity Conservation, and serving as a member of teams revising EBRD’s Environmental & Social Policy. Previously, Jack was a Senior Project Manager at Black & Veatch, involved in EPA’s  contaminated abandoned mine sites programs, and conducting E&S due diligence for EBRD energy projects; and VP at Science Applications International Corporation, completing and/or reviewing major EIAs, developing related guidance manuals, and training courses. Jack holds a B.S. Psychology, University of Alabama, B.S. Environmental Science, University of Alabama, and an M.S. Environmental Sciences, University of Virginia.
