Timothy McLaughlin, Senior Social Performance Advisor

Tim has over 23 years’ experience helping mining, oil/gas and infrastructure projects in emerging markets to conform with the E&S performance requirements of international financial institutions (IFC, World Bank, EBRD, Equator Principles). He has developed world-class social performance teams and ESMS for projects big and small at all stages of the project life cycle.

Tim’s experience covers land acquisition and involuntary resettlement, public consultation and disclosure, grievance redress, livelihood restoration, EPC liaison, workforce influx, community health and safety, and human rights and security. Among other projects, Tim designed and managed the social performance systems for mines in Indonesia, Philippines, and Liberia, and most recently a US$10 billion petrochemical plant in Vietnam, that included a large resettlement and livelihood restoration program (2,000 households), and an influx workforce of over 31,000.

On behalf of both commercial banks and Development Finance Institutions, Tim has led or participated in numerous due diligence assessments and monitoring programs, reviewing and assessing social performance management systems and teams against IFI standards for projects worldwide.

A former United States diplomat serving in Indonesia and the Philippines, Tim has since worked globally, including in Turkey, throughout Southeast Asia, West Africa, Dominican Republic, Peru, Bolivia, and the United States. His advanced training includes economic tradecraft, East Asian regional development, political analysis, arms control, nuclear weapons and missile proliferation, among others, US Foreign Service Institute, Washington, D.C., graduate studies in International Economics & Security, Johns Hopkins University, School of Advanced International Studies, Washington, D.C., advanced studies in contemporary Japanese economics, politics, and society, Waseda University, Tokyo, Japan, and  a BA in Political Science & International Relations, Oregon State University, Corvallis, Oregon, USA. Tim is an American citizen currently resident in Vietnam.
